Abortion is a human right.
House Bill 428 would restore abortion access in the state of Kentucky. Specifically, the bill:
- establishes reproductive rights and define terms;
- removes the prohibition of insurance coverage for abortion;
- suspends statutes related to abortion during a declared emergency;
- allows a school district to operate a family resource center that provides abortion counseling;
- permits financial aid for an abortion;
- includes abortions or induced miscarriages as medical care;
- allows medical aid payments for abortion;
- allows money in the rape crisis trust fund to be used for abortion services or education;
- allows health departments to dispense medication for an abortion;
- removes various reporting requirements;
- amend various sections to remove penalties associated with performing abortions;
- and repeals the Commonwealth's abortion bans.
