In a previous 2003 legislation case regarding the Boyd County Gay-Straight Alliance, anti - harassment trainings became mandatory for all middle and high school students, faculty, and staff. Notwithstanding that the trainings were supposed to be "mandatory", the Board allowed hundreds to students to 'opt-out" of attending and leveled only minor consequences (i.e. a mere unexcused absence).
