AN ACT relating to restoration of civil rights. Amend KRS 196.045 to require the Department of Corrections to initiate the process of restoring civil rights for eligible felony offenders unless otherwise advised by the offender, to require the Administrative Office of the Courts and the Kentucky State Police to provide the Department of Corrections with any record necessary for their investigation, and to require the Secretary of State and the Department of Corrections to provide written reports to the appropriate House and Senate committees.
