AN ACT relating to health benefits provided by state universities and colleges.  Create a new section of KRS Chapter 164 to define "domestic partner" as an unmarried adult person of the same sex or opposite sex who is not a blood relative and who lives with a university or college employee; prohibit public higher education institutions from providing health benefits for a domestic partner of a university or college employee.

AN ACT relating to employment verification and eligibility. Amend KRS 18A.110 to require the secretary to promulgate administrative regulations for the registration and participation in a federal work authorization program operated by the United States Department of Homeland Security to verify employment eligibility of all classified employees; define "federal work authorization program"; amend KRS 18A.095 and 18A.355 to conform; amend KRS 45A.480 and 176.085 to require contractors and subcontractors awarded public contracts to verify employment eligibility of all employees by registering and participating in a federal work authorization program; provide that failure to comply results in a fine of $4,000, cancellation of contracts and disqualification of contract eligibility for 5 years; and define "federal work authorization program."
